That the info I found. I know that DC had some sort of appointed commission before home rule.Smith03

DC was governed by a three-member commission, appointed by the President, for some (all?) of the time. In fact, the first home-rule mayors had the title of "Mayor/Commissioner" to emphasize that the position was considered a successor to the commissioners. BRG
