"IESG Confirmation: The IAB confirms the IETF Chair and IESG Area Directors, from nominations provided by the IETF Nominating Committee."

What does this mean? What does it mean, that the IAB "confirms" the IETF Chair?

Exactly what it says. The IETF Chair is selected by the Nominations Committee, (along with the IESG members). and the IAB approves that person. They can't pick someone else, all they can do is say "yes" or "no". I don't recall any case where the IAB has ever said "no" to any name, though. It's more of a safety check than anything else.
